Alexander Sergeevich Misharin was born on January 21, 1959 in Sverdlovsk, in the family of a railway worker.

In 1989, Misharin was appointed chief energy supply engineer for the construction of the Yekaterinburg metro. After the launch of the metro in April 1991, he returned to Sverdlovsk Railways, where he became deputy head of the energy supply service, and then in the same year - head of the energy supply service. In 1996-1998, Misharin was the chief engineer of Sverdlovsk Railways. In May 1999, when Vladimir Starostenko headed the ministry, Misharin retained his position. In September of the same year, Aksenenko again became Minister of Railways (at the same time holding the post of Deputy Prime Minister from May 1999 to January 2000). In July 2000, Misharin was appointed first deputy head of the department.
In February 2002, after Aksenenko’s resignation, Misharin was demoted to the “regular” deputy of the new minister, Gennady Fadeev. In May of the same year, Misharin was appointed head of the Sverdlovsk Railway, while by special order of the government his place on the board of the Ministry of Railways was retained.
In the 2004 presidential elections, Misharin was a confidant of the current President Vladimir Putin in the Sverdlovsk region. As a candidate, Misharin also took part in the elections of deputies to the regional Duma, which took place simultaneously with the elections of the head of state - he was number three on the United Russia list. After the victory of the party, which received more than 38 percent of the vote and received eight deputy mandates out of fourteen, Misharin abandoned his mandate in favor of fellow party members.
After the Ministry of Railways was abolished during the administrative reform in March 2004, its functions were mainly transferred to the Ministry of Communications and Transport, and in May of the same year the Ministry of Communications and the Ministry of Transport of the Russian Federation were separated from the new department. In the same month, Misharin became director of the department for comprehensive infrastructure development of the Ministry of Transport.
In June of the same 2004, the official was appointed Deputy Minister of Transport Igor Levitin. In 2005, Misharin defended his dissertation for the degree of Doctor of Technical Sciences on the topic “Organization of the effective functioning of railway transport based on modern information technologies.”
In March 2009, Misharin was appointed director of the Department of Industry and Infrastructure of the Russian Government. Governor Misharin came up with a number of initiatives in the region, the media noted. Thus, in February 2010, he expressed support for the idea of introducing in local government the position of a city manager, who should deal with city management, while the head of the city should head a representative body - the City Duma (an amendment to the City Charter, in accordance with which the direct elections of the mayor and the post of city manager were introduced, was adopted by the City Duma in October 2011). In March of the same year, Misharin approved the proposal of the Yekaterinburg diocese of the Russian Orthodox Church to build a Church of St. Catherine on Labor Square in the center of Yekaterinburg. However, many city residents did not approve of the idea of construction. On April 10, a meeting of three thousand people opposed to the construction of the temple was held in Yekaterinburg, after which, as local media wrote, “talks about the construction of the temple stopped.”
In the summer of 2010, due to hot and dry weather, severe fires broke out in the Sverdlovsk region, destroying about 150 thousand hectares of forest. As the media wrote, one of the main reasons for such significant damage was the ineffective actions of the regional authorities and the governor personally. Nevertheless, in October Misharin was awarded the medal of the Ministry of Emergency Situations “For the Commonwealth in the Name of Rescue” - for “effective and efficient assistance” in eliminating forest and peat fires in the Sverdlovsk region.
In April 2011, the circumstances of the purchase of a Mercedes-Benz S500 company car worth about 8 million rubles, purchased for Misharin at the expense of the regional budget in 2010, became public. As the media wrote, the application for the purchase of the machine posted on the government procurement website was deliberately filled out incorrectly, as a result of which only one supplier was able to take part in the competition. The starting price of the car was unreasonably high. In May, the regional prosecutor's office filed a claim with the regional arbitration court to declare the transaction invalid, but in August of the same year it refused to satisfy the claim.
According to a survey conducted by the Public Opinion Foundation at the end of October 2011, Misharin was in penultimate place among the governors of the Ural District in terms of the level of public trust: only 37 percent of the region’s residents trusted him, 12 percent did not trust him.
On December 1, 2011, Misharin got into an accident while returning to Yekaterinburg from a pre-election trip to the north of the region. After the accident, he was taken to intensive care in Yekaterinburg with a traumatic brain injury, a broken leg and bruises. The victim underwent several operations. Until December 3, he was in a state of medicated sleep, and already on December 4, the media reported that the governor voted in the elections to the State Duma of the sixth convocation, in which he also took part as a candidate, leader of the list of the United Russia party from the Sverdlovsk region.
On December 6, Misharin was taken to a university clinic in Germany for rehabilitation treatment. In the same month, the results of the State Duma elections were announced: United Russia received one of the worst results in the country in the Sverdlovsk region, gaining 32.7 percent of the vote (in Yekaterinburg - less than 26 percent). On December 13, Misharin officially notified the Central Election Commission that he was renouncing his deputy mandate.
On February 6, 2012, Misharin returned to serve as governor. The media noted that after the accident, the official refused a police motorcade and flashing lights on his official car, saying that these measures “do not provide the necessary security and create inconvenience for other road users.”
In May 2012, Misharin submitted an application for early resignation of his own free will; on May 14, his resignation was accepted by President Putin.

Misharin's activities as governor attracted both approval and criticism. Accident involving the governor's car
On December 1, the governor of the Sverdlovsk region, Alexander Misharin, was hospitalized after an accident that occurred on the Serov-Ekaterinburg highway near the city of Kachkanar.
